Cyber has been a significant feature of geopolitical conflicts that continue to flare across the globe. State and non-state actors alike, have used cyber tools to inflict harm, or to enhance their own defences, whilst the private sector mobilised at unprecedented pace and scale to enable a robust cyber defence against state aggression – asking urgent questions of who gets to call the shots in cyberspace, and the unintended consequences this can have.
