Richard Horne has been CEO of the NCSC since October 2024. Before joining, Richard was a Cyber Security Partner and chair of the Cyber Security Practice at PwC UK, where he helped global boards and executives shape their cyber risk strategies and led the response to critical cyber incidents. Richard was Managing Director of Cyber Security for Barclays PLC, managing cyber security risk across the Barclays Group. In 2011 he was seconded to the Cabinet Office to develop and implement the first national plan for cyber security. Richard holds a PhD in Mathematics from Royal Holloway University. He has represented the UK on security at the Organisation for Eco-nomic Cooperation and Development, the European Commission and the International Standards Organisation.
